WASHINGTON, D.C. - Neighbors in Southeast are devastated following a drive-by shooting that left four people dead and six others wounded. It happened in the 4000 block of South Capitol Street Tuesday night.

According to police, a car drove by and sprayed bullets into a group of friends standing outside an apartment building, following the funeral of 20-year-old Ballou High School graduate Jordan Howe. Ten people, both men and women, were shot.

Neighbor Lavane Smith said, "It hurts, it hurts real bad man cus young kids they just throw their life away like it ain't nothing. They don't have no feelings for nothing ... and I don't know what's really going on but someone needs to step up - parents, government or somebody."

Police are still investigating, but Police Chief Cathy Lanier (web | news | bio) confirmed, "There was a spray of gunfire into the crowd."

Family and friends of the victims frantically gathered at the scene. Police chased after some helpless relatives who went running past the yellow tape, trying to find out what happened to their loved ones.

"It's getting really crazy out here. That's all I can say man," Smith said.

Ron Moten, of the D.C.-based Peaceaholics, was among those who came to the scene Tuesday night.

"This is a sad man, any given day this can happen again. That's why people can't take life for granted and can't take the work that people do to deal with these situation for granted," Moten shared.

Even though D.C. has the lowest homicide rate since 1966, community activists are concerned that this could be the beginning of more violence as summer approaches, coupled with the D.C. budget cuts.
