The alleged victim tells TMZ ... she is a singer who was signed to Steve's record label and on the day of the alleged incident, she had met Steve at an office to discuss her contract.
The woman, Shauna Simien, tells us the "groping" while the two were talking outside, when Francis reached down and grabbed her between the legs.
Simien claims she screamed for him to stop -- and that's when a few of her friends, whom she brought along for protection, rushed over to break things up.
Despite the fact Simien filed her police report more than a YEAR ago, law enforcement sources tell TMZ the case is still open and no charges have been filed. Simien says she is frustrated the case has not progressed and is considering a lawsuit against the District Attorney's office.
We placed several calls to Francis, his record label and his management company -- so far, no official comment.

Hollywood JB, 22 year old producer and hip hop artist from Baltimore, MD.
Artist and producer Kokayi has placed five songs in the forthcoming feature film 'Laugh at My Pain" featuring actor/comedian Kevin Hart.
Los Angeles based Levels Music Group collaborated with Kokayi on securing his original music for Hart's new stand-up comedy film which documents the comedian's 2-day performance at the Nokia Theatre in L.A., raw and uncut, plus backstage footage, and includes a trip back to Hart's hometown of Philadelphia.
According to Kokayi, Levels Music Group Partner Dylan Berry contacted Kokayi to submit music for the film.
'I submitted several songs including instrumentals and tracks from my last two albums "Mass Instructions' and Robots & Dinosaurs" states Kokayi.
The film's producers chose five of Kokayi's songs which Levels Music Group edited into the film securing Kokayi's first placement in a major feature film. Kokayi has previously placed music for Nickelodeon and BET Networks.
"Laugh at My Pain" debuts exclusively at AMC Theaters on September 9th, 2011. Kevin Hart's 2011 LAUGH AT MY PAIN tour is one of the most successful Comedy Concerts in history that broke Eddie Murphy's long standing record of being the first African-American Comedian to surpass over $1.1 million two-day live Comedy show ticket sales.

Putting Baltimore Hip Hop on the national map while repping the DMV (DC-MD-VA) area, Mullyman has released “Hate it or Love it,” fresh out of the studio. While currently on a national club tour, Mullyman’s highly anticipated music video “Six Thirty” f/ DJ Whoo Kidd (directed by Tabi Bonney) is slated to exclusively debut on MTV2 & MTV Jams in two weeks.

Vango Soze & Cash House ENT are happy to present a new release, a mixtape titled Len Bias by Vango Soze from Washington D.C. This collection of music is about Len Bias time in the area. Not Len Bias. To not disrespect or for better words, tarnish, and the legacy that Len Bias set in the positive light of the local basketball star scene. This cd represents the feeling of greatness as an individual and the aura of the dc area during the public pride and support of the Len Bias era of basketball. With production by Potsie Major, Mr. Cash House, and the Infamous Scoop Did Dis.
The mixtape has been in the works since March of 2011, from recording to mixing and mastering.
Len Bias will be released on July 7, 2011.
